In 1753, Lord Hardwicke enacted the Marriage Act, which mandated civil weddings in England and Wales. This legislation necessitated a marriage license and required the ceremony to be conducted by a priest in the presence of two witnesses. Subsequently, England, Wales, and Germany passed another Marriage Act in 1836, which introduced civil marriage ceremonies as an alternative to religious unions. Around this time, the English government also began recording national marriage statistics.

The French and American revolutions, coupled with the erosion of social class boundaries, played a significant role in the emergence of love as a central aspect of marriage during the late 18th and early 19th centuries. As industrialization gained momentum, couples became less reliant on parental financial support and migrated to urban areas in search of employment opportunities. Women's entry into the workforce reduced the necessity of marriage for financial security, enabling individuals to choose partners based on affection and a shared commitment to a lifelong union.
